Strategic plan
The Office of Responsible Gambling’s strategic plan for 2024-27 outlines our vision to work towards zero gambling harm.
We will achieve this by:
- preventing and reducing gambling harm, for people at risk and the broader community
- improving individual and community wellbeing, for those affected by gambling harm
- supporting people to make informed choices about gambling
- contributing to public debate and influencing gambling harm prevention and minimisation by government, industry, community and other stakeholders.
The key outcomes of the plan are:
- Research - Our research builds the evidence base to influence gambling policy, regulation and programs as well as products and behaviour.
- Education and awareness – Our education and awareness initiatives empower individuals and the community to make informed choices, take action to prevent and reduce gambling harm, and seek support when they need it.
- Services and support - Our support and treatment services are multimodal, integrated, tailored to the needs of diverse communities accessible and effective.
- Leadership and influence – Our advice and support leads government, industry, community, and other stakeholders to contribute to a stronger culture of gambling harm prevention and minimisation.

Our education and awareness agenda
We recognise the key role that education and awareness plays in reducing and preventing gambling harm through a public health approach.
The Education and Awareness Agenda provides a high-level framework to guide our initiatives to educate and empower the community and aligns with the objectives of our Strategic Plan 2021-2024.
A wide range of stakeholders contributed to the development of the agenda, including GambleAware Providers, industry representatives, community organisations and people with lived experience.

Our education and awareness objectives
We aim to prevent and reduce gambling harm experienced by the NSW community and particularly by priority populations. We achieve this by:
- recognising gambling harm as a public health issue
- developing evidence-based projects and programs that consider the social determinants of health
- acknowledging that gambling harm occurs on a continuum and that each individual and community experience is unique
- integrating the perspectives and views of people with lived experience of gambling harm in project and program development.
Our priority populations
People who are at risk of experiencing gambling harm are our priority populations. These include:
- men
- young people aged 12-24
- culturally diverse communities
- Aboriginal communities
- affected others
- people with co-morbidities.
Our education and awareness effort also focuses on people who can influence the gambling harm experienced by others. They are:
- parents and partners
- teachers
- health and community professionals.
Our research
Our approach
We fund and support relevant, timely and rigorous research and build capacity in the gambling research field to build an evidence base that:
- informs improvements to policy and regulation
- evaluates and guides improvements to programs and support
- contributes to an informed public discussion on gambling harm, increasing community awareness and understanding
- anticipates and keeps pace with emerging trends.

Trust Deed and Policy Guidelines
The Responsible Gambling Fund is governed by a Trust Deed and Policy Guidelines issued by the Minister for Gaming and Racing, consistent with section 115 of the Casino Control Act 1992.
